Centers for Medicare and Medicaid Services (CMS) /MMCS System

BrownIT provided critical project management and technical resources to the Centers for Medicare and Medicaid Services for their Medicare Managed Care System (MMCS) initiative. With our assistance, CMS smoothly migrated from their Group Health Plan system of beneficiary enrollments, payments, and reporting processes to MMCS. This new system replaced outdated online functions by interfacing with the:
  • Automated Plan Payment System
  • Medicare Beneficiary Database
  • Health Plan Management System
  • Plan Information and Control System
  • Risk Adjuster Factor Production System
  • Risk Adjuster System
Technologies used:  COBOL, DB2, CICS, IBM Websphere, MicroStrategy, Sun Solaris, Services Oriented Architecture (SOA), J2EE, ETL and JAVA.

CMS Medicare Advantage Prescription Benefit Program (MARx) 

Better known simply as the Prescription Benefit Program, MARx validates Medicare beneficiary requests and enrollments for managed care and prescription drug plans throughout the country.  Program users can exchange information about enrollees, contracts and payments with a number of different  systems including:
  • Medicare Beneficiary Database
  • Retirement Systems
  • Premium Withholding System
  • Health Plan Management System
  • Financial Accounting and Control System

In addition, MARx generates a broad suite of reports that are used primarily for management of payments to the Managed Care Organizations.  BrownIT supports all facets of this mission-critical program utilizing CMMI level 2 methodologies.  Our services included requirements analysis, application and database development, quality assurance, testing and production support.  Environments supported included J2EE, Sun Solaris, SOA, ETL, Cognos, COBOL, DB2, CICS, JCL, MQ Series, Java and UNIX.  This architecture was integrated with existing applications that included the Premium Withhold System (PWS) and Medicare Beneficiary Database.

Common Working File (CWF) System

BrownIT provided systems/software maintenance, enhancement support and related services to the Centers for Medicare and Medicaid Services. This organization selected BrownIT to assist with their Common Working File system. CWF is critical to the client's ability to provide pre-payment validation and authorization of claims to beneficiaries. This initiative included development of beta test sites, enhancements to the current Medicare claims processing system, technical support, and change control management.  Technologies include CICS, Assembler, COBOL and VSAM.

NIH Clinical Research Information System (CRIS)

The National Institutes of Health (NIH) conducts clinical studies and laboratory research that enhance our understanding of disease processes. This research frequently translates into new and better treatment therapies. CRIS was developed to support this important work by providing managers with new and innovative tools to efficiently manage patient care and research information systems. NIH tasked BrownIT with integrating and customizing this new system, and supporting migration from a mainframe legacy system to a client/server-based solution.  Implementing this initiative required familiarity with COBOL, DB2 and JCL, along with more modern technologies including MS Server 2003, Oracle, C++ and Visual Basic.

CMS Enterprise System  Development (ESD)

The ESD Services Model supports a new acquisition and management approach for acquiring, managing the development of, and implementing enterprise system development projects.  Sound, secure, effective, and maintainable business applications and systems that respond to CMS’ changing needs are essential to the successful support of the CMS IT Modernization Program.

Leveraging Capability Maturity Model Integration level 2 (CMMI), BrownIT’s technical professionals provide full life cycle services.  This includes projects that require systems design, integration, development, testing, maintenance, and technical support of agency-wide applications of the Health and Human Services Department. The majority of the work takes place at the Department of Health and Human Services, Centers for Medicare and Medicaid Services, located in Baltimore, MD. Accomplishing these tasks requires expertise in “in house” programs, such as DOORS (Dynamic Object Oriented System) and APCSS (Automated Production Control and Scheduling System).  In addition COTS (Commercial Off-The Shelf) software, including Abend-Aid, File-Aid, JCL Prep, SORT, SPUF and QMF are installed.  IBM Connect:Direct, NT Server, Websphere, Flexus Thin Client, JCL and DB2 are also fully supported by BrownIT’s staff of Information Technology professionals.  

ESD is an indefinite delivery, indefinite quantity (IDIQ) contract established by CMS with a one-year base and nine one-year option periods, with a contract ceiling of $4 billion. The base year began in September 2007.
